New Mexico has a bitter gaming history. When the IGRA was signed by Congress in 1989, it seemed like New Mexico might be one of the states to cash in on the American Indian casino bandwagon. Politics guaranteed that would not be the situation.
The New Mexico governor Bruce King announced a working group in Nineteen Ninety to discuss an accord with New Mexico American Indian tribes. When the working group arrived at an agreement with two important local bands a year later, the Governor declined to sign the bargain. He held up a deal until Nineteen Ninety Four.
When a new governor took office in 1995, it seemed that Indian wagering in New Mexico was a certainty. But when Governor Gary Johnson signed the compact with the American Indian tribes, anti-gaming groups were able to tie the accord up in courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the compact, therefore denying the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.
It required the Compact Negotiation Act, signed by the New Mexico government, to get the ball rolling on a full compact between the State of New Mexico and its Amerindian tribes. A decade had been lost for gambling in New Mexico, which includes American Indian casino Bingo.
The nonprofit Bingo industry has increased since 1999. In that year, New Mexico non-profit game operators acquired just $3,048 in revenues. This number grew to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Not for profit Bingo earnings have increased steadily since that time. 2005 witnessed the largest year, with $1,233,289 grossed by the operators.
Bingo is categorically popular in New Mexico. All types of owners try for a slice of the action. With hope, the politicos are done batting around gambling as a key issue like they did in the 90’s. That is without doubt hopeful thinking.
